Central Illinois County Basketball League
GAME RULES
PRE-GAME
A team may start a game with as few as 2 players.
Both teams will warm-up at the same time prior to the start of the game. Warm up will be 5 minutes.
Only those teams scheduled to play are allowed to occupy the court at the scheduled time.
Teams must be at their court at the scheduled game time, even if games are “running behind” for any reason.
Please be at your court 10-15 minutes before the scheduled game time and stay there until your game is played.
PLAYERS AND SUBSTITUTIONS
A roster consists of as many as five (5) players. A game may start with a minimum of two (2) players.
Player substitution is permitted during any dead ball situation. Players must “check-in” at the scorer’s table prior to entering the game. In case of obvious injury, injured player must sit out at least until the next dead ball.
GAME TIME AND FORMAT
To determine which team will receive the ball to start the game, one player from either team will “shoot for ball”.
Games are 20 minutes long with a running clock. The clock will only stop during official’s timeouts.
There will be a 1 minute official’s timeout at the 15:00, 10:00, and 5:00 marks. Additionally, each team can call one 30 second timeout where the clock will not stop.
Games are scored using 3 pointers, 2 pointers, and free throws (1 point).
One free throw will be awarded when a player is fouled during a successful shot attempt. Two free throws will be awarded when a player is fouled during an unsuccessful 2 point shot attempt. Three free throws will be awarded when a player is fouled during an unsuccessful 3 point shot attempt.
There will be a dead ball and possession change after every made basket. The ball must be checked by the other team and the ball must be passed in to start the possession.
All jump balls go to the defensive team.
After a defensive rebound or turnover, the ball must be “taken back” behind the three point line, but there will be no dead ball. “Taken back” means both feet and the ball must go behind the 3 point line. Violation occurs only if a basket is made by the team failing to properly “take it back”, and will result in loss of point scored and possession of the ball will go to the other team.
Personal fouls will not be counted. Team fouls will be counted. After 10 team fouls, the other team will shoot “1 and 1” free throws for the remainder of the game.
The team with the leading score when time expires will be the winner.
In the event of a tie game, an untimed sudden death overtime period will be played. Possession will be determined by a single round of “rock, paper, scissors”.
TECHNICAL FOULS – PLAYER MISCONDUCT, FLAGRANT AND INTENTIONAL FOULS
The Game Official may assess a Technical Foul for any misconduct, flagrant, or intentional fouls committed by a player(s).This may include:
A Contact Foul intended to hurt an opponent, fan or Game Official
Vulgar or verbally abusive behavior
Other misconduct deemed inappropriate by the Game Official (e.g. intentionally kicking the ball, etc..)
A contact foul designed to neutralize an opponent’s obvious advantageous position.
Fighting and/or ‘Throwing a Punch’ automatically results in a Technical Foul assessed against the player(s) involved. Free Throws will be awarded as described above and will result in immediate dismissal of the player(s) from the game.
A Technical Foul will also be counted as a Team Foul.
Continuous misconduct, intentional and/or flagrant fouling by a player may result in permanent dismissal from the CICBL at the discretion of the Game Official or other league official.
